If your application is not useful and do not have good UI, no matter what you do, keyword optimizations, paid advertising or whatnot, you will not get higher ranking. (Even if you do, it will be temporary. So make sure your app is useful, do what it intends to and have presentable UI. There is no skipping of this step.

If your app is getting good feedback in less amount of time, chances are that app will feature in list. When my app started getting good feedback, number of android promotion downloads went on increasing exponentially, at one point I was getting 1k downloads every day without any publicity.

But as soon as number of users increased, my code started falling apart. And ranking has came down since, and so does number of downloads every day. Do not think about buying reviews, Google has now made android ratings monitoring very strong and they will know if reviews are fake or real. They have even started deleting real review for crying out loud. (Good thing is they deleted more 1 star reviews than 5 star ones in my case, so win win for me.
People love apps in their local language. I have got many low rating reviews because of unavailability of AB Music in their local language which in turn indirectly degrades ranking. I am planning on translating my app in couple of languages in upcoming updates. (Spanish, Portuguese mostly.
