Depends on what type of application. Start with android app promotion it in your family, friends and kin. Spread the word about it on social media, make innovations in your application based on user-reviews, and you'll grow popular. Also, do not forget to be patient
android ratings - join forums and promote your app there. Please do not spam the forums as you will get ban quickly. Try to give valuable information to other members, and then do promotion later or leave a link in forum signatures. Promote on other social media sites such as twitter, stumbleupon, and reddit.
Ask your happy users for reviews. The more good reviews you get from your users, the higher it will be ranked in the play store and the more free traffic you will get. You don't want to pop up a message asking for a review every time the user use your app. Otherwise you will get a lot of bad reviews. You want to wait for a few days and if your user is constantly using your app, these users are the most likely to give good reviews, so ask them. However, there should be an option for them to said no, and once they choose the no option, you shouldn't pop up the review message again in the future
